Job Posting: Executive Director.
The West Virginia Professional Charter School Board (PCSB) seeks an Executive Director to work remotely in West Virginia.
The Executive Director leads the operations of the PCSB, advancing the Board's mission to authorize, oversee, and support high-quality public charter schools across the state. The PCSB currently authorizes seven public charter schools serving approximately 5,000 students. The Executive Director is responsible for charter application review, school oversight, regulatory compliance, intergovernmental coordination, and implementation of a federal grant program-ultimately working to expand educational opportunity for West Virginia families. The position manages one direct report, with the possibility of more staff contingent on growth.
Some job responsibilities include, but are not limited to:
Defend the autonomy of public charter schools in their mission to provide innovative ways of educating children within the public school system and to achieve exceptional levels of student learning.
Implement the West Virginia charter school law (W. Va. Code Section 18-5G).
Cultivate relationships with charter operators and founding groups to expand the availability of school options in West Virginia.
Lead the solicitation, evaluation, and recommendation process for charter school applications and renewals, providing clear guidance to the Board for decisions.
Oversee the Board’s federal Charter Schools Program (CSP) grant.
Maintain intergovernmental relationships—especially with the West Virginia Department of Education—to ensure autonomy and compliance. Advocate for sound charter policy, including legislative advice and testimony.
Maintain communication with charter school leaders and governing board chairs, including regular calls and site visits. Enforce charter contracts and monitor progress on stated goals. Provide technical assistance and address emerging challenges.
Plan public board meetings and comply with applicable open-meeting laws.
Minimum Qualifications
Demonstrated commitment to educational freedom and expanding options for families.
Basic understanding of the West Virginia education policy environment.
Familiarity with applicable state and federal laws and regulations.
Proven leadership and project management skills, especially in startup or education reform–focused environments.
Strong written and verbal communication skills, with experience in public testimony.
Strong interpersonal skills and the ability to work collaboratively across public agencies, school communities, and legislative bodies.
